Job Summary

The Community Health Evaluation Manager will help to bridge the gap between complex data and strategic action. Your primary goal is to co-create systems that help staff at all levels of the department to understand and respond to the strengths, needs, and priorities of the diverse communities we serve. Working under the Director of Engagement and Evaluation, you will help build a culture of learning and design comprehensive evaluation frameworks that track progress against strategic goals. You will work closely with program directors, analysts, and front-line staff to equip our teams with the evaluation tools they need to authentically engage community members and elevate their voices.

Key Responsibilities

Equitable Evaluation: Champion and apply culturally responsive and equitable evaluation methods and participatory action research (PAR) principles to ensure evaluation design, data collection, analysis, and interpretation processes respect and empower community members. Serve as a co-lead of the CHA Regional Wellbeing Assessment cycle and lead or support multiple program evaluations across the department.

Systems Architecture and Quality Improvement: Design and implement department-wide evaluation frameworks that align diverse stakeholders toward a shared vision of success. Identify and address opportunities to improve quality and effectiveness.

Data Synthesis: Oversee mixed-methods data collection, analysis, and interpretation. Integrate qualitative stories with quantitative metrics to create a holistic understanding of CHA’s community impact.

Culture and Capacity Building: Act as a creative lead in fostering a culture of evaluation, making data accessible, actionable, and even inspiring for staff, community members, and partners. Supervise student interns and deliver training to staff and partners.

Strategic Storytelling: Collaborate with leadership to translate findings into compelling stories and actionable recommendations that influence program priorities, funding proposals, and policy advocacy.

Qualifications & Requirements

Education: Bachelor’s degree in Public Health, Public Policy, Social Work, or a related social science field is required. A Master’s degree (MPH, MPP, MSW) is preferred.

Experience: At least 4 years of professional experience in program evaluation, applied research, or data systems management, specifically within public health, non-profit, or community-based settings. Demonstrated experience managing mixed-methods assessment and evaluation projects from design through dissemination.

Technical Skills: Expert skills in synthesizing multiple data streams into clear, cohesive insights. Expert proficiency in Google Sheets/Excel, including complex formulas, pivot tables, and data cleaning. Proficiency in designing data collection instruments and managing databases using tools like REDCap, Qualtrics, or SurveyMonkey. Proficiency in qualitative data analysis using tools like NVivo or Dedoose, and in quantitative data analysis using statistical software such as R, SPSS, or Stata.

Engagement Skills: Exceptional interpersonal skills with the ability to lead workgroups and facilitate collaboration among stakeholders with diverse experiences, backgrounds, and levels of data literacy. Excellent communication skills and ability to present evaluation findings to community boards, executive leadership, colleagues, and public forums.

Evaluation Lens: Deep functional knowledge of culturally responsive and equitable evaluation approaches and participatory action research (PAR) principles and a demonstrated commitment to anti-racist data practices. A creative approach to building evaluation systems from the ground up, moving beyond data maintenance to proactive system architecture and problem-solving.

Language: Proficiency or fluency in Spanish, Portuguese, Haitian Creole, Chinese, or another language common in CHA’s service area communities is desirable, but not required.

Location and Travel: Ability to work in a hybrid environment (3 days per week in-office) and travel locally within the CHA service area for community events and meetings.
